HR not a strategic business partner despite ambitions

How much time do ‘HR professionals’ spend worrying about whether or not they are being strategic enough (viewed as business partners), making a difference or why they not getting a seat a the top table.  In recent research conducted by Mercer in  HR departments across Europe, Middle East and Africa, HR professionals perceive themselves as strategic partners. In reality, only a small fraction of their work actually carries strategic value.  HR Capital Magazine UK

It would be interesting to see the results of an identical survey undertaken in Australia? What would be the results?
